Strange air pipe!

I have question, why someone cars with 1.6HDi engines not have this pipe?
I not have it too but what is benefit if I mounted?

i think that is something like a CAI cold air intake....

but why is missing?
because they want to do everything cheaper.
why the gasoline engine dosn't have in right hand side, that plastic thing ...that cover and some models have......for the same reason...make it cheaper.

it is better to install an CAI as Mihay said.
better sound, better results.
